Finding the right words: Ending the confusion on what “information operations” actually means | Small Wars Journal

The Department of Defense is perplexed. Countless guides and collaborative papers, as well as various surveys, reports, journals, and official testimony, attest to the value of knowledge and power in today’s operating environment. Despite this pattern, various military industries have embraced radically different concepts of information’s position in competition and war, resulting in a splintered interpretation of how the military should interpret information functions. As the US braces for an age of emerging great power rivalry, the ongoing uncertainty within the Defense Department about the nature of “intelligence operations” is putting the country up for a fall. Far from being a theoretical question of service meanings, this issue directly impacts the military’s capacity to efficiently fight aggressive influence attempts and form the global operational environment in ways that benefit the US.
