Military leaders saw pandemic as unique opportunity to test propaganda techniques on Canadians, Forces report says | Ottawa Citizen

According to a newly disclosed Canadian Forces assessment, Canadian military authorities saw the outbreak as a unique opportunity to test out propaganda techniques on an unwary populace. The federal government never requested or authorized the so-called information operations campaign, which was devised by the Canadian Joint Operations Command, then directed by Lt.-Gen. Mike Rouleau, during the COVID-19 epidemic. According to retired Maj.-Gen. Daniel Gosselin, who was brought in to investigate the scheme, military officers believed they didn’t require consent from higher authorities to create and carry out their plan.
